• Build the area's residential base to support business development in the Northwood/Pleasant City CRA

• Create affordable housing opportunities for the area's workforce.

• Eliminate slums and blight through streetscape improvements, beautification, and redevelopment projects.

• Reduce crime by creating "24 hour presence" through residential and commercial mixed-use development.

• Encourage the provision of needed goods and services to adjacent neighborhoods through business recruitment and retention of community - oriented businesses.

• Facilitate business development of a Design District to help strengthen the area's identity and to help market existing businesses.

• Minimize the displacement of existing residents and businesses.

• Increase the tax base.

• Develop organizational capacity and self-sufficiency.
